In addition, the resolution also mentions the regular expenses of public COVID-19 collection and treatment establishments and reimburses for covid-19 prevention and control, specifically:
– Regular expenditures of public COVID-19 collection and treatment establishments (including salaries, wages, allowances according to salaries and contributions as prescribed by law) are guaranteed from the state budget, health insurance funds, payments of service users, and other lawful revenue sources as prescribed by law, in which the state budget is carried out according to the hierarchy as follows:
+ The central budget shall ensure that COVID-19 collection and treatment facilities are established by the central government, excluding the portion of local budgets that have supported covid-19 collection and treatment facilities;
+ Local budget guaranteed for covid-19 collection and treatment facilities established by localities. In case the local budget is not guaranteed, the central budget shall assist.
– The State budget shall pay for the reimbursement of expenses for covid-19 prevention and control as assigned by the competent authority within the scope of payment as prescribed from the state budget source that the public health facility has used from the unit's financial resources (excluding funding sources, aid).
Resolution 12/2021/NQ-UBTVQH15 takes effect from December 30, 2021.
