Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that the country initially planned to reform the wage policy in the enterprise sector from 2022, however, due to the generally difficult situation, have not met the necessary and sufficient conditions, so the implementation of the wage policy is delayed.
One of the issues discussed by the National Assembly at the 2nd Session of the 15th National Assembly is the issue of delaying the implementation of salary reform according to Resolution No. 27-NQ/TW dated May 21, 2018, of the Central Executive Committee on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises.
Explaining this issue, Minister Dao Ngoc Dung said that the implementation of Decree No. 20/2020/ND-CP dated February 17, 2020, and Decree No. 87/2021/ND-CP dated September 29, 2021, on prolonging the implementation time and amending and supplementing some articles of Decree No. 20/2020/ND-CP,
is piloting salary payment at enterprises for three corporations (Vietnam Posts and Telecommunications Group, Vietnam Airlines Corporation, Vietnam Flight Management Corporation). This will be the basis for learning from experience to move forward to deploy on a nationwide scale.
According to the Minister of Labour, War Invalids, and Social Affairs, on that basis, enterprise wages will have a fundamental change. Specifically, wages are defined as the price of labor, therefore, the salary must be paid according to the market principle, the employer will decide the salary scale, the State does not regulate the salary scale as before.
The employee and the employer will agree on a salary based on the development of the business, welfare income, and the regional minimum wage level – the minimum production level set by the State can not be lower, if lower is the violating enterprise, and higher than the level agreed upon by both parties. Employees have the right to accept or not when agreeing on salary. Besides, the salary payment will be based on the price index, ability to pay, and the problem of harmonization of benefits.
Minister Dao Ngoc Dung emphasized that to carry out the above reform well, it is necessary to do a good job of the tripartite role, that is: the State management agency – representative of employers (VCCI) and representative of employees (Viet Nam General Confederation of Labor).
