The Government has issued Decree 114/2021/ND-CP dated December 16, 2021, on the management and use of official development assistance (ODA) and concessional loans from foreign donors.
In which, Decree 114/2021/ND-CP has added the content of not using foreign loans for surveying activities, at the same time, continue to introduce the content that does not use foreign loans as before, including:
– For training and capacity building activities, except for technology transfer, equipment, and machinery operation skills;
– Pay taxes, pay all kinds of fees, loan interest rates;
– Procurement of automobiles, except for specialized automobiles decided by competent authorities;
– Back-up supplies and equipment for operation after the project is completed, except for some special backup supplies and equipment decided by competent authorities following the law…
On the other hand, regarding the priority of using ODA and concessional loans, the Decree states:
– Non-refundable ODA capital shall be prioritized to be used for the implementation of programs and projects on socio-economic infrastructure development; strengthen ability; support policy development, institutions, and reforms; natural disaster risk reduction, prevention, combat, relief, and disease prevention; Social Security…;
– ODA capital prioritized to be used for programs and projects in the fields of health, education, and vocational education, adaptation to climate change, environmental protection, essential economic infrastructure is not able to recover direct capital;
– ODA capital is prioritized for use in programs and projects in the fields of health, education, and vocational education, adaptation to climate change, environmental protection, essential economic infrastructure is not able to recover direct capital;
– Preferential loan capital is prioritized to be used for on-lending programs and projects following the law on on-lending of ODA loans and foreign concessional loans of the Government.
