On November 23, 2021, the Prime Minister issued Directive 30/CT-TTg on accelerating the implementation of legal documents on public-private partnership (PPP) investment and bidding to select investors.
Accordingly, to continue to improve and accelerate the implementation of policies and laws on PPP investment and investor selection bidding, the Prime Minister requested ministries and ministerial-level agencies to issue documents or submit Competent authorities promulgate documents detailing and guiding the implementation of bidding contents as follows:
– The Ministry of Finance promulgates a Circular guiding the management and use of expenses and revenues in investor selection; coordinates with ministries and ministerial-level agencies in guiding the return on equity framework of investors and project contract templates, to be completed in the fourth quarter of 2021.
– The Ministry of Transport urgently promulgates Circular guiding PPP investment projects in the transport sector (including a BOT contract form) for uniform application to key traffic projects; completed in the first quarter of 2022
– The Ministry of Industry and Trade promulgates documents detailing and guiding bidding for investor selection for renewable energy projects (wind power, solar power,…), small hydroelectricity; develop and manage markets and projects in other specialized fields (if any); completed in the first quarter of 2022.
– The Ministry of Transport shall promulgate documents detailing and guiding bidding for investor selection for construction projects, construction, and business of specialized aviation services at airports, airports, and projects in other specialized fields (if any); completed in the first quarter of 2022.
– The Ministry of Construction shall issue documents detailing and guiding bidding for investor selection for urban clean water supply projects and projects in other specialized fields (if any); completed in the first quarter of 2022.
– The Ministry of Finance promulgates documents detailing and guiding bidding for investor selection for international football betting, greyhound racing, horse racing, and projects in specialized fields. other sectors (if any); completed in the first quarter of 2022.
– The Ministry of Agriculture and Rural Development promulgates documents detailing and guiding bidding for investor selection for rural clean water production projects and projects in other specialized fields (if any); completed in the second quarter of 2022.
– The Ministry of Planning and Investment promulgates a Circular guiding the selection of investors to implement investment projects on construction and business of golf courses; completed in the second quarter of 2022.
