The Vietnam General Confederation of Labor has issued Decision 3226/QD-TLD on promulgating regulations on allowances for trade union officials.
Objects of payment of responsibility allowance for Union base officials
(1) The president of the Union base;
(2) Vice President of Union base, Union base accountant;
(3) Member of the executive committee of the Union base; the chairman of the Union base inspection committee, the chairman of the Union base members (if any), the head of the mass women's committee (if any), the trade union treasurer at the grassroots level;
(4) The leader of the trade union group, member of the Union base inspection committee, the section union president (if any), member of the Union base executive committee (if any);
(5) Deputy leader of the trade union group, member of the women's committee of the mass; member of the executive committee of trade union division (if any).
The coefficient of liability allowance for Union base officials is determined according to the number of trade unionists who pay trade union dues of the preceding year.

The monthly level of payment of responsibility allowance for Union base officials = (Responsibility coefficient) x (Base salary according to the State's regulations).
Thus, with the applied base salary of 1,490,000 VND/month and the highest coefficient of allowance of 1.00, the maximum level of responsibility allowance for Union base officials will be 1,490,000 VND/month.
Previously, according to Decision 1439/QD-TLD in 2011, allowances for grassroots trade union officials were determined by the allowance coefficient x Minimum salary of the grassroots trade union collecting trade union fees, in which the system level the highest responsibility allowance is 0.3.
Decision 3226/QD-TLD takes effect from January 1, 2022
