Quang Ngai Province was represented by leaders of the Department of Finance, acting under the authorization of the Provincial People’s Committee, together with representatives of relevant departments and agencies.

In his remarks, Chief Auditor Vuong Nguyen Luong emphasized that the audit aims to verify the truthfulness and reasonableness of financial information and figures, including funding sources and project implementation costs. It will also assess compliance with the law, as well as the economy, effectiveness and efficiency of public investment capital management and utilization.

Through the audit, the SAV will identify shortcomings and limitations in a timely manner and recommend corrective measures to improve management practices. It will also propose that competent authorities address inadequacies in existing mechanisms and policies, while detecting potential violations, corruption, wastefulness and misconduct at an early stage. The audit will clarify the responsibilities of relevant organizations and individuals to ensure that appropriate action is taken in accordance with the law.

In particular, investment in the construction of combined boarding schools providing primary and lower secondary education is a major policy initiative outlined by the Politburo in Notice No. 81-TB/TW dated July 18, 2025. This strategic initiative carries profound humanitarian significance and reflects the special attention paid by the Party and the State to communities in border areas, remote regions and disadvantaged localities. It is a key task in the socio-economic development strategy and the implementation of ethnic minority policies, aiming to improve educational attainment, human resource quality and the material and spiritual well-being of border communities, while contributing to the strengthening of national defense and security.

The SAV’s rigorous fulfillment of its audit responsibilities is therefore a practical contribution to ensuring that this major Party policy is implemented effectively and transparently.

On behalf of the local authorities, Mr. Ho Ky Minh affirmed that Da Nang City would strictly implement the audit team’s guidelines, plans and requirements. The Municipal People’s Committee would direct its subordinate units to assign personnel with sufficient authority, professional expertise and a strong sense of responsibility to work directly with the audit team and maintain close coordination throughout the process. The city would proactively provide complete and timely reports, documents and data, ensuring their accuracy and objectivity. It would also fully consider the audit team’s observations and assessments in a constructive spirit, with a view to further improving local management and administration.

According to the plan, the audit will last 45 days from the date the Audit Decision is announced.
