The Ministry of Finance (Department of Information Technology and Digital Transformation) recently organized an online training conference for the 34 Departments of Finance nationwide to provide guidance on receiving and processing provincial- and commune-level administrative procedure (AP) applications through the Ministry of Finance’s Administrative Procedure Information System.

The conference was held as the Ministry of Finance accelerates the implementation of a centralized administrative procedure processing system, with the aim of standardizing application processing procedures in the electronic environment, improving the quality of services provided to citizens and businesses, and ensuring that public services operate continuously and effectively nationwide.
The training was organized to implement the Prime Minister’s direction on ensuring the seamless and uninterrupted processing of administrative procedures and provision of public services during the implementation of centralized administrative procedure information systems by ministries and sectors.
Currently, the Ministry of Finance’s Administrative Procedure Information System has published administrative procedures and public services eligible for centralized implementation. Bringing these procedures into the digital environment facilitates access to public services for citizens and businesses anytime and anywhere, while supporting management authorities in improving the efficiency of administration and work processing.
Notably, after one year of implementing the two-tier local government model, the system has continued to operate stably, meeting the requirements for receiving and processing administrative procedures and providing online public services in localities. This provides an important foundation for promoting administrative reform and digital transformation in the financial sector.
At the opening of the conference, Mr. Nguyen Minh Ngoc, Deputy Director of the Department of Information Technology and Digital Transformation, stated that the Department had closely coordinated with local authorities to prepare the necessary conditions for implementing online public services under the jurisdiction of provincial- and commune-level authorities through the centralized system.

Activities including the review of administrative procedures, configuration of application processing workflows, completion of technical infrastructure, preparation of guidance materials, and provision of technical support have been implemented in a coordinated manner to ensure consistent system operation nationwide.
According to Mr. Nguyen Minh Ngoc, the implementation of the system is particularly significant to the process of administrative procedure reform and national digital transformation. When the entire process of receiving, processing, and returning results is conducted electronically, citizens and businesses can receive faster and more convenient services, while state agencies gain additional tools to improve management efficiency.
Through the training program, officials from the Departments of Finance were provided with detailed guidance on system functions, administration and operation procedures, electronic application receipt and the handling of arising operational situations. The program also provided an opportunity for local authorities to exchange practical experience and report difficulties and obstacles encountered during implementation so that solutions could be jointly developed.
The leadership of the Department of Information Technology and Digital Transformation requested agencies to actively communicate with experts and technical staff throughout the training process, while maintaining regular coordination with the Ministry of Finance to promptly address arising issues and ensure that the system operates in a stable, secure, and effective manner.
The Ministry of Finance’s Administrative Procedure Information System was developed to standardize the entire process of receiving, processing, and returning application results at the One-Stop-Shop units. On a single platform, agencies and units can manage administrative procedures, monitor application processing status, transfer applications electronically, and return results online according to standardized procedures.
The operation of the centralized system not only improves the quality of online public services but also contributes to enhancing the experience of citizens and businesses when carrying out administrative procedures. All information and application processing statuses are monitored centrally, facilitating information lookup and supervision while enhancing transparency in the handling of administrative matters.
Previously, on May 29, the Ministry of Finance also organized a training conference on the use of the Administrative Procedure Information System and the digitization of administrative procedure processing results for officials working at the Ministry’s One-Stop-Shop units. The program focused on receiving, monitoring, processing, and returning application results in the electronic environment, contributing to the preparation of human resources for the large-scale operation of the system.
