Chiều 15/7, tại trụ sở Kiểm toán nhà nước (KTNN), Ban Tổ chức Hội thảo quốc tế “Cơ quan kiểm toán tối cao trong bối cảnh mới: Tầm nhìn, Thể chế và Đổi mới” đã tổ chức họp dưới sự chủ trì của Phó Tổng Kiểm toán nhà nước Hà Thị Mỹ Dung - Trưởng Ban Tổ chức.

Theo Dự thảo Đề án Tổ chức Hội thảo quốc tế “Cơ quan kiểm toán tối cao trong bối cảnh mới: Tầm nhìn, Thể chế và Đổi mới”, Hội thảo được tổ chức nhằm phục vụ trực tiếp hai nhiệm vụ trọng tâm của KTNN trong giai đoạn hiện nay là: nghiên cứu, tổng kết và đề xuất sửa đổi, bổ sung Luật KTNN; đồng thời xây dựng Chiến lược phát triển KTNN đến năm 2035, tầm nhìn đến năm 2045.

Bên cạnh đó, Hội thảo cũng góp phần tăng cường hợp tác quốc tế, nâng cao vị thế của KTNN Việt Nam trong cộng đồng kiểm toán công quốc tế và quảng bá hình ảnh đất nước, con người, văn hóa Việt Nam tới bạn bè quốc tế. Hội thảo dự kiến được tổ chức trong tháng 10/2026.

Sau Hội thảo, KTNN Việt Nam dự kiến đạt được một số kết quả chủ yếu.

Một là, hình thành báo cáo tổng hợp kinh nghiệm quốc tế về địa vị pháp lý, tính độc lập, chức năng, nhiệm vụ, quyền hạn, phạm vi hoạt động và cơ chế bảo đảm hiệu lực hoạt động của các cơ quan kiểm toán tối cao (SAI), phục vụ nghiên cứu sửa đổi, bổ sung Luật KTNN.

Hai là, hình thành báo cáo tổng hợp về xu hướng phát triển kiểm toán công hiện đại, kinh nghiệm xây dựng chiến lược phát triển SAI, hiện đại hóa hoạt động kiểm toán, ứng dụng công nghệ số, dữ liệu lớn, trí tuệ nhân tạo và kiểm toán các lĩnh vực mới, phục vụ xây dựng Chiến lược phát triển KTNN đến năm 2035, tầm nhìn đến năm 2045.

Ba là, xây dựng kỷ yếu Hội thảo gồm các bài tham luận, ý kiến trao đổi và khuyến nghị chuyên môn của các SAI, tổ chức quốc tế, chuyên gia trong nước và quốc tế.

Đồng thời, tổng hợp các thông điệp, khuyến nghị và hàm ý chính sách từ Hội thảo để báo cáo cấp có thẩm quyền và cung cấp cho các đơn vị liên quan của KTNN nghiên cứu, tham khảo trong quá trình hoàn thiện thể chế và định hướng phát triển Ngành.

Đặc biệt, thông qua việc tổ chức Hội thảo sẽ góp phần củng cố quan hệ hợp tác giữa KTNN Việt Nam với các SAI, tổ chức kiểm toán quốc tế và tổ chức quốc tế; tạo tiền đề cho các hoạt động hợp tác chuyên môn tiếp theo; cũng như nâng cao hình ảnh, uy tín và vị thế của KTNN Việt Nam trong cộng đồng kiểm toán công khu vực và quốc tế…

Tại cuộc họp, Vụ trưởng Vụ Hợp tác quốc tế Nguyễn Bá Dũng - Phó Trưởng Ban thường trực, Trưởng Tiểu ban Lễ tân - Khánh tiết và Tài chính - Hậu cần đã báo cáo về công tác chuẩn bị cho Hội thảo; đồng thời báo cáo về dự kiến phân công nhiệm vụ thành viên Ban Tổ chức.

Các thành viên Ban Tổ chức đã tập trung thảo luận một số nhiệm vụ trọng tâm như thời lượng Hội thảo, các nhóm vấn đề, nội dung đưa ra tại các phiên thảo luận; tổ chức các chương trình làm việc song phương, đa phương; sự kiện bên lề, công tác hậu cần…

Phát biểu chỉ đạo, Phó Tổng Kiểm toán nhà nước Hà Thị Mỹ Dung ghi nhận nỗ lực của Vụ Hợp tác quốc tế cũng như các đơn vị liên quan trong việc xây dựng Dự thảo Đề án Tổ chức Hội thảo.

Nhấn mạnh khối lượng công việc để tổ chức Hội thảo rất lớn trong thời gian ngắn, trên cơ sở các ý kiến tại cuộc họp, Phó Tổng Kiểm toán nhà nước đã trực tiếp giao các nhiệm vụ cụ thể cho các tiểu ban, thành viên Ban Tổ chức triển khai thực hiện. Trong đó, cần hoàn thành việc xây dựng nội dung, hoạt động và kịch bản cụ thể cho từng chương trình trong khuôn khổ Hội thảo quốc tế; xây dựng dự kiến danh sách khách mời trong nước, quốc tế, các Bộ, ngành, địa phương; dự kiến danh sách tác giả viết bài. Đồng thời, hoàn thành kế hoạch hoạt động của Ban Tổ chức, trong đó xác định rõ nhiệm vụ, nội dung thực hiện và thời hạn hoàn thành. 

Phó Tổng Kiểm toán nhà nước yêu cầu các công việc trên cần hoàn thành ngay trong tuần sau để trình Tổng Kiểm toán nhà nước xem xét, phê duyệt.
