Congo đối mặt ô nhiễm từ khai thác dầu khí

Hoạt động khai thác dầu khí của Tổng công ty Perenco tại Cộng hòa Dân chủ Congo đang gây tác động nghiêm trọng đến môi trường và sức khỏe cộng đồng. Báo cáo kiểm toán sơ bộ cho thấy tình trạng đốt khí thải, rò rỉ và tràn dầu diễn ra tại nhiều khu vực gần nơi dân cư sinh sống. Trong khi đó, những thông tin quan trọng về chất lượng không khí, đất, nước và các biện pháp giám sát môi trường vẫn chưa được chính thức công khai.

Ô nhiễm kéo dài, người dân đối mặt rủi ro

Cuối năm 2024, Chính phủ Congo tuyên bố sẽ thực hiện một cuộc kiểm toán môi trường đối với hoạt động của Perenco sau khi một loạt báo cáo về tình trạng ô nhiễm kéo dài được công bố. Tuy nhiên, đến nay, báo cáo kiểm toán cuối cùng cũng như các thông tin quan trọng về chất lượng không khí, đất và nước vẫn chưa được chính thức công khai.

Cuối tháng vừa qua, một báo cáo kiểm toán sơ bộ được công bố đã chỉ ra những tác động tiêu cực nghiêm trọng đối với sức khỏe cộng đồng liên quan đến hoạt động của Tổng công ty Perenco - nhà sản xuất dầu duy nhất của Cộng hòa Dân chủ Congo.

Theo báo cáo sơ bộ, Perenco đã thực hiện đốt khí thải tại 5 địa điểm lưu trữ và chế biến dầu gần các khu dân cư. Hoạt động đốt khí thải và chất thải của Perenco góp phần làm suy giảm chất lượng không khí trong khu vực công ty hoạt động, tạo ra rủi ro đối với sức khỏe người dân địa phương. Đáng chú ý, tại một địa điểm, việc đốt khí thải diễn ra cách nhà ở của người dân chưa đầy 80 mét, khiến nhiều người mắc các bệnh về đường hô hấp.

Các cuộc khảo sát thực địa đã và đang được tiến hành cũng cho thấy Perenco không ngăn chặn được sự cố tràn dầu từ các giếng khoan và tình trạng dầu từ các đường ống dẫn dầu chảy vào đất, lòng sông. Một số nghiên cứu độc lập được thực hiện vào năm 2013 và 2025 đã ghi nhận tình trạng ô nhiễm môi trường nghiêm trọng liên quan đến hoạt động khai thác dầu khí, khiến người dân phải tiếp xúc với khí độc, kim loại nặng và các hợp chất độc hại khác, gây hại cho sức khỏe con người.

Tình trạng đốt khí thải được ghi nhận tại 5 địa điểm từ tháng 01/2025 đến tháng 3/2026 trong khu vực Perenco hoạt động, liên quan đến cơ sở hạ tầng lưu trữ và chế biến dầu mỏ. Perenco cũng không ngăn chặn được tình trạng các giếng dầu bị tràn, rò rỉ dầu thô vào đất. Dầu thô được khai thác từ lòng đất là một hỗn hợp phức tạp gồm hàng nghìn hợp chất hóa học và kim loại nặng, độc hại và gây hại cho sức khỏe con người. Trong khi đó, đường ống dẫn dầu từ các cơ sở khai thác và chế biến dầu của Perenco bị xói mòn, đặc biệt tại các làng mạc, đất nông nghiệp và các con sông. Các vụ vỡ đường ống khiến dầu thô tràn ra mặt nước. Những vụ rò rỉ và tràn dầu thường xuyên này được cho là do việc bảo trì cơ sở hạ tầng dầu khí không đầy đủ. Bên cạnh đó, Chính phủ Congo cũng bị chỉ trích vì không thực hiện giám sát thường xuyên các điều kiện môi trường tại khu vực khai thác dầu khí.

Perenco là công ty dầu khí độc lập, có trụ sở chính ở Anh và Pháp. Perenco hoạt động tại nhiều quốc gia trên thế giới, bao gồm châu Âu (Thổ Nhĩ Kỳ, Anh), châu Phi (Cameroon, Cộng hòa Dân chủ Congo, Cộng hòa Gabon, Tunisia), châu Mỹ La-tinh (Colombia, Guatemala, Peru, Venezuela), châu Á (Việt Nam).

Minh bạch để bảo vệ sức khỏe cộng đồng

Mức độ đáng lo ngại của tình trạng ô nhiễm còn thể hiện ở khoảng cách giữa các địa điểm đốt khí thải với khu dân cư. Phần lớn dân cư sống trong vòng 5 km tính từ 1 trong 5 địa điểm đốt khí thải. Thậm chí, tại nhiều khu vực, người dân sinh sống cách các địa điểm đốt khí thải đang hoạt động chỉ từ 1,3 km đến 3 km.

Perenco mới đây cho biết đã ngừng đốt khí thải tại 220 điểm đốt khí thải thuộc các giàn khoan dầu, nhà máy lọc dầu, đường ống dẫn khí và đang tích cực hợp tác với Chính phủ trong nỗ lực giảm thiểu tình trạng này. Đồng thời, Perenco đang “thảo luận với các nhà chức trách của Congo có liên quan về các phương án tận dụng khí đốt tự nhiên, nhằm giảm thiểu hoặc loại bỏ hoàn toàn việc đốt khí thải trong tương lai”.

Tuy nhiên, Perenco chưa trả lời các câu hỏi liên quan đến việc giám sát chất gây ô nhiễm cũng như yêu cầu chia sẻ dữ liệu giám sát. Bộ Môi trường và Bộ Dầu khí Congo cũng chưa trả lời, công khai thông tin liên quan đến các biện pháp được thực hiện để giám sát điều kiện môi trường trong khu vực.

Trước thực trạng này, các nhà hoạt động xã hội kêu gọi Chính phủ Congo cần minh bạch về mức độ ô nhiễm dầu để đáp ứng các nghĩa vụ trong việc bảo vệ quyền được chăm sóc sức khỏe của người dân và thực thi đầy đủ luật pháp quốc gia. Các nhà chức trách cần thừa nhận mối đe dọa đối với sức khỏe người dân tại các khu vực khai thác dầu khí, đồng thời báo cáo ngay lập tức về mức độ ô nhiễm và những hành động nhằm giảm thiểu sự tiếp xúc của người dân với chất độc hại.

Một cựu nhân viên của Perenco cho biết: “Việc bảo trì các đường ống của công ty không diễn ra thường xuyên, công ty chỉ làm sạch các đường ống lớn chứ không chú trọng đến các đường ống nhỏ. Nếu nhiệt độ tăng cao, các đường ống rất dễ phát nổ. Ngoài ra, Perenco thiếu các biện pháp phòng ngừa, đặc biệt các địa điểm khoan không được bao quanh bởi các bờ đất chắc chắn để ngăn chặn sự cố tràn dầu”.

Năm 2013, một cuộc điều tra chính thức của Ủy ban Thượng viện cũng đã từng phát hiện tình trạng ô nhiễm nước ngầm và nước mặt trong khu vực bởi nhiều kim loại nặng. Các mẫu nước từ cuộc điều tra này cho thấy hàm lượng chì và thủy ngân vượt quá hướng dẫn của Tổ chức Y tế Thế giới về chất lượng nước uống.

Từ những kết quả trên, Tổ chức Y tế Thế giới cho rằng Chính phủ Congo cần sát sao hơn trong thực hiện giám sát thường xuyên các điều kiện môi trường tại những khu vực diễn ra hoạt động khai thác dầu mỏ, khí đốt.
