Within the framework of the International Conference and the 63rd Meeting of the Governing Board of the Asian Organization of Supreme Audit Institutions (ASOSAI) in Astana, Kazakhstan, the delegation of the State Audit Office of Vietnam (SAV), led by Deputy State Auditor General Ha Thi My Dung, discussed orientations for future cooperation with the delegation of the Accounts Chamber of the Russian Federation, led by Ms. Galina Izotova, Deputy Chairwoman of the Accounts Chamber of the Russian Federation.

At the talks, the leaders of the two institutions affirmed that the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation provide a favorable foundation for further developing relations between the two supreme audit institutions (SAIs). The State visit to the Russian Federation by General Secretary and President To Lam in September 2026 was highlighted by both sides as an important milestone in bilateral relations.
On this basis, the SAV of Vietnam and the Accounts Chamber of the Russian Federation have a responsibility to promote bilateral cooperation through practical activities that meet the development needs of each institution, thereby contributing to strengthening the special traditional relationship between the two countries.
Deputy Chairwoman Galina Izotova stated that the Accounts Chamber of the Russian Federation is vested with powers to conduct audits and exercise external state control, established by the Federal Assembly and accountable to the Federal Assembly. The Chairwoman of the Accounts Chamber is appointed by the Federation Council upon nomination by the President, for a six-year term; the Deputy Chairwoman is appointed by the State Duma upon nomination by the President, also for a six-year term. In January 2025, the Accounts Chamber of Russia announced its Areas of Activity for 2025–2027, concretizing its Development Strategy for 2025–2030. Accordingly, one of the institution’s key priorities is to promote auditing based on comprehensive, high-quality data, utilize analytical tools and strengthen the application of artificial intelligence.

The Russian side highly appreciated the active participation and contributions of the SAV of Vietnam to cooperative activities and initiatives during Russia’s chairmanship of the International Organization of Supreme Audit Institutions (INTOSAI). These contributions demonstrate the SAV of Vietnam’s spirit of coordination and experience sharing within the international public audit community. The Accounts Chamber of the Russian Federation expressed its hope that the SAV of Vietnam will continue contributing to the community’s common development, particularly through working groups and initiatives led by the Russian SAI, including the INTOSAI Working Group on Public Procurement Audit and the INTOSAI University (U-INTOSAI). According to the Russian side, the platform offers approximately 300 online courses, facilitating access to and exchange of professional knowledge among SAIs. The Russian side also provided information on a library of audit reports from SAIs around the world for the SAV of Vietnam to consult as a source of experience for research and audit activities.
At the talks, Deputy State Auditor General Ha Thi My Dung stated that the SAV will focus in the coming period on developing the sector’s Development Strategy through 2035, with a vision to 2045; amending the State Audit Law; strengthening the application of information technology in auditing activities; and promoting performance audits to assess the effectiveness of public resource management and utilization. Accordingly, the SAV of Vietnam proposed that the Accounts Chamber of the Russian Federation share its experience in these areas, particularly in the application and analysis of Big Data, artificial intelligence (AI) and digital technologies in auditing activities. Deputy State Auditor General Ha Thi My Dung also affirmed that the SAV of Vietnam remains an active and responsible member of international audit communities and is committed to continuing to support the Accounts Chamber of the Russian Federation within bilateral and multilateral cooperation frameworks, particularly initiatives and cooperative activities led by the Russian SAI.

Another issue of particular interest to both sides was preparations for the anticipated visit and working trip of State Auditor General Nguyen Huu Nghia to the Russian Federation in the coming period. The Russian side stated that it has been closely coordinating with the SAV of Vietnam to prepare for the delegation’s visit and complete the necessary procedures for signing a Memorandum of Understanding between the two institutions. It also expressed its hope that the visit would create further opportunities for the two institutions to engage in in-depth professional exchanges and promote bilateral cooperation. The Russian side affirmed its readiness to share experience on the issues and topics of interest to the SAV of Vietnam.
The leaders of the two institutions agreed to assign the Department of International Cooperation to continue serving as the focal point for discussions and coordination on preparations for the visit and working trip of the State Auditor General of Vietnam to the Russian Federation, as well as for discussions on specific future cooperation activities.
