Sáng 04/9, Tổng Kiểm toán nhà nước Nguyễn Hữu Nghĩa đã chủ trì cuộc họp cho ý kiến về định hướng Kế hoạch kiểm toán (KHKT) năm 2027. Dự cuộc họp có các Phó Tổng Kiểm toán nhà nước: Doãn Anh Thơ, Hà Thị Mỹ Dung, Trần Minh Khương; đại diện Vụ Tổng hợp, Cục Công nghệ thông tin, Bộ phận nghiên cứu chuyên đề cùng Kiểm toán trưởng các KTNN chuyên ngành.

Tăng tính tư vấn vĩ mô từ kiểm toán chuyên đề

Tại cuộc họp, Vụ trưởng Vụ Tổng hợp Hoàng Văn Lương đã trình bày Báo cáo thẩm định về dự kiến KHKT năm 2027, được xây dựng trên cơ sở Thông tư số 03/2026/TT-KTNN ngày 12/01/2026 và Công văn số 882/KTNN-TH ngày 15/6/2026 của KTNN.

Trên cơ sở đề xuất từ các KTNN chuyên ngành và khu vực kiểm toán chuyên ngành (gồm: 7 chủ đề, 10 nhiệm vụ do Quốc hội, Ủy ban Thường vụ Quốc hội, Chính phủ, Thủ tướng Chính phủ chỉ đạo, 31 chuyên đề và 18 dự án và nhóm dự án đầu tư), dự kiến KHKT năm 2027 có tổng cộng 135 nhiệm vụ, tăng 3 nhiệm vụ so với năm 2026. 

Kế hoạch đảm bảo mục tiêu kiểm toán quyết toán 100% ngân sách bộ, cơ quan trung ương (35/35 đơn vị) và địa phương (34/34 địa phương), đồng thời điều chỉnh tăng tỷ trọng mảng ngân sách địa phương, kiểm toán chuyên đề, hoạt động, quốc phòng - an ninh và giảm tỷ trọng mảng dự án đầu tư, doanh nghiệp.

Tại cuộc họp, các đại biểu đã cho ý kiến về từng chủ đề kiểm toán được đề xuất, đặc biệt là các cuộc kiểm toán chuyên đề.

Phát biểu chỉ đạo, Tổng Kiểm toán nhà nước Nguyễn Hữu Nghĩa nhấn mạnh toàn ngành phải thống nhất nhận thức: Cuộc kiểm toán chuyên đề toàn ngành phải được thực hiện đồng bộ về mục tiêu, nội dung, phương pháp và đối tượng.

Đặc biệt, báo cáo tổng hợp kết quả kiểm toán chuyên đề toàn ngành mang tính chất tư vấn chính sách vĩ mô nhằm khái quát hóa bức tranh thực thi các chủ trương, chiến lược của Đảng và Nhà nước, từ đó chỉ ra các vấn đề đang đặt ra và đề xuất kiến nghị phù hợp. Vụ Tổng hợp sẽ đóng vai trò chủ trì tổng hợp báo cáo này.

Mục tiêu tổng quát của KHKT của năm 2027 là phải đảm bảo nâng cao vai trò, vị thế, uy tín và hiệu lực, hiệu quả của KTNN trong công tác kiểm tra, kiểm toán việc quản lý, sử dụng tài sản, tài chính công, ngân sách nhà nước, cũng như góp phần thực hiện công tác phòng, chống tham nhũng, lãng phí, tiêu cực, đồng thời đóng góp tích cực vào việc huy động, phân bổ, sử dụng có hiệu quả các nguồn lực công, củng cố nền tài chính quốc gia an toàn, lành mạnh, hiệu quả, bền vững, thúc đẩy tăng trưởng hai con số và phát triển đất nước bền vững - Tổng Kiểm toán nhà nước Nguyễn Hữu Nghĩa.

3 chuyên đề toàn ngành trọng tâm

Bám sát các nghị quyết chiến lược của Trung ương, KTNN xác định 3 cuộc kiểm toán chuyên đề toàn ngành trong năm 2027, bao gồm:

Kiểm toán việc sắp xếp, xử lý các cơ sở nhà, đất, trụ sở dôi dư sau khi sắp xếp các đơn vị hành chính và tổ chức bộ máy chính quyền địa phương hai cấp.

Kiểm toán cơ chế tự chủ tại các cơ sở giáo dục đại học và cơ sở đào tạo nghề.

Kiểm toán đánh giá hiệu quả đầu tư, sử dụng vốn nhà nước và hoạt động của các doanh nghiệp nhà nước, trọng tâm là các tập đoàn, tổng công ty.

Bên cạnh các chuyên đề toàn ngành, một số KTNN chuyên ngành sẽ triển khai các chuyên đề riêng biệt như: Quản lý, sử dụng đất quốc phòng kết hợp làm kinh tế (KTNN chuyên ngành Ia); công tác lập, điều chỉnh, quản lý và thực hiện quy hoạch cảng biển, sân bay giai đoạn 2021-2030, tầm nhìn đến năm 2050 (KTNN chuyên ngành IV) và quản lý chi phí xử lý môi trường giai đoạn 2024-2026 tại một số tập đoàn, tổng công ty (KTNN chuyên ngành II). Nội dung kiểm toán việc thực hiện Nghị quyết số 57-NQ/TW sẽ được lồng ghép trực tiếp vào các cuộc kiểm toán ngân sách tại các bộ, ngành và địa phương.

Tổng Kiểm toán nhà nước yêu cầu KHKT năm 2027 phải tạo chuyển biến rõ nét về chất lượng; nâng cao tính cảnh báo, phòng ngừa rủi ro; tăng cường hiệu quả đánh giá tính kinh tế, hiệu lực của nguồn lực công và nâng tầm tham mưu chính sách. Đồng thời, toàn ngành quyết tâm đảm bảo tỷ lệ các cuộc kiểm toán chuyên đề, hoạt động, môi trường và công nghệ thông tin đạt khoảng 35%...

Ngoài các nhiệm vụ trọng tâm nói trên, KTNN chuyên ngành, khu vực nào còn dư dư địa, còn nguồn lực, nhận diện được vấn đề bức xúc thì bổ sung cuộc kiểm toán.

Tổng Kiểm toán nhà nước giao Vụ Tổng hợp tiếp thu ý kiến tại cuộc họp, hoàn thiện KHKT năm 2027 để trình lãnh đạo Kiểm toán nhà nước vào đầu tuần tới.
