The HANDICO Hanoi Healthcare Complex was officially inaugurated on the occasion of the 72nd anniversary of the Liberation of Hanoi (October 10, 1954 – October 10, 2026). The project carries significant social value and represents a pioneering step in translating major social welfare policies into practice.

On the afternoon of October 7, the Hanoi Housing Investment and Development Corporation (HANDICO), Hanoi Medical University Hospital, Plaisant Vietnam JSC under Japan’s Care21 Group, and Myrehab Matsuoka Therapy and Rehabilitation Center under Myrehab Center Co., Ltd. jointly held the inauguration ceremony of the HANDICO Hanoi Healthcare Complex.
The ceremony was attended by Politburo member, Secretary of the Party Central Committee and Head of the Party Central Committee’s Organization Commission Nguyen Duy Ngoc; Politburo member, Secretary of the Hanoi Party Committee and Head of the Hanoi National Assembly Delegation Tran Duc Thang; member of the Party Central Committee and Minister of Health Dao Hong Lan; among other officials.
To concretize the goal of improving the Human Development Index under the 14th National Party Congress Resolution and Politburo Resolution No. 72-NQ/TW on breakthrough solutions to strengthen the protection, care and improvement of people’s health, while leveraging the special and preferential mechanisms and policies provided under the 2026 Capital Law, Hanoi has taken the lead in developing healthcare solutions to meet the new demands of society. The establishment of the HANDICO Hanoi Healthcare Complex at No. 5 Thanh Cong is a vivid testament to the efforts of the organizations involved.
The project directly addresses the need for comprehensive, on-site healthcare services for nearly 100,000 residents in the Giang Vo area and neighboring wards following the administrative merger, significantly helping to reduce the burden on higher-level hospitals and improve the well-being of Hanoi residents.

The complex covers approximately 2,000 square meters and comprises nine above-ground floors and two basement levels, with a total floor area of more than 8,000 square meters. With total investment in construction and operational equipment of approximately VND 600 billion, the facility has been comprehensively planned to provide an integrated, end-to-end healthcare, treatment and care journey.
The three podium floors house the Thanh Cong-based General Clinic of Hanoi Medical University Hospital. This is a comprehensive and modern general clinic providing medical examination and treatment ranging from basic to specialized care. It also coordinates healthcare services for elderly residents living in the residential care area of the complex. The clinic is equipped with advanced diagnostic and ancillary services, including medical imaging, laboratory testing, endoscopy and functional diagnostics, and is capable of serving approximately 300–400 patient visits per day.
Embracing the spirit of “Where knowledge converges with medical ethics,” the clinic not only provides medical examination and treatment for local residents but also serves as a model for community-based healthcare for trainees and students of Hanoi Medical University.
The upper floors are dedicated to residential care apartments combined with healthcare services meeting Japanese standards, operated by Plaisant Vietnam JSC under Japan’s Care21 Group. With nearly 30 years of experience in elderly care in Japan, Care21 brings extensive expertise and care methods accumulated over the years, aiming to create a safe and warm living environment while supporting older adults in maintaining their health, independence and quality of life.
Meanwhile, Myrehab Matsuoka Therapy and Rehabilitation Center, which has five years of experience operating and developing a comprehensive and modern outpatient rehabilitation model in Vietnam, provides specialized treatment programs combined with residential care, accompanying patients throughout their recovery journey and helping them gradually return to an independent daily life. Myrehab Matsuoka provides essential healthcare services, completing a five-level continuum of care model for the population, comprising health promotion, prevention, treatment, rehabilitation and palliative care.
The three-component model of healthcare, care and rehabilitation creates a seamless care journey centered on service users. The launch of the complex at No. 5 Thanh Cong on the occasion of the 72nd anniversary of the Liberation of Hanoi not only delivers direct benefits to the local community but also establishes a pilot model for elderly care that combines modern and humane healthcare.
The project marks a meaningful starting point, creating a solid practical foundation for HANDICO, Hanoi Medical University Hospital and their partners to continue expanding large-scale healthcare projects in the future, with the potential to become a new highlight in Hanoi’s social welfare system. Notably, the Hanoi Medical University Healthcare and Elderly Care Complex Project in Hoang Mai Ward – Vietnam’s first academic healthcare model providing comprehensive elderly care – is currently under development.
The official operation of the HANDICO Hanoi Healthcare Complex is a vivid demonstration that Hanoi’s major social welfare policies are being translated into practical improvements in people’s lives, starting from real and accessible facilities close to local communities. The project contributes to building a civilized and modern capital where people of all generations can fully enjoy the benefits of development.
At the ceremony, Associate Professor, PhD and physician Nguyen Lan Hieu, Director of Hanoi Medical University Hospital, said that HANDICO already had a beautiful facility in the heart of Hanoi, while the medical team brought healthcare services to the site and their Japanese partners contributed meticulousness and patience. This enables elderly residents to receive comprehensive and peaceful care.
“We have a comprehensive medical examination area so that elderly residents do not have to move from one department to another. There is a fully equipped emergency unit staffed by experienced medical professionals, as well as cardiology, geriatrics and endocrinology clinics, with doctors not only from Hanoi Medical University Hospital,” he said.
He added that the complex also has dedicated rehabilitation, physical therapy and nutrition facilities for older adults, as well as spaces for social activities and exercise where elderly residents can meet and interact, helping to alleviate loneliness.
Associate Professor, PhD and physician Nguyen Lan Hieu emphasized three principles in operating the complex: putting patients at the center; caring for older adults as one would care for one’s own grandparents and parents, with kindness and patience; and sharing the model so that it can be replicated in other locations.
