Đảng ủy Kiểm toán nhà nước (KTNN) vừa ban hành Công văn số 1248 -CV/ĐU quán triệt và triển khai thực hiện Quy định số 03-QĐ/ĐUQH của Đảng ủy Quốc hội, gửi các đảng ủy, chi ủy trực thuộc.

Thực hiện Quy định số 03-QĐ/ĐUQH ngày 06/8/2026 của Đảng ủy Quốc hội về đào tạo, bồi dưỡng và khuyến khích học tập, nâng cao trình độ đối với cán bộ, đảng viên, công chức, viên chức trong Đảng bộ Quốc hội (Quy định số 03-QĐ/ĐUQH), Ban Thường vụ Đảng ủy KTNN yêu cầu các cấp ủy, tổ chức đảng, tập thể lãnh đạo các đơn vị và người đứng đầu đơn vị tập trung tổ chức quán triệt, phổ biến nghiêm túc, đầy đủ đến toàn thể cán bộ, đảng viên, công chức, viên chức và người lao động (cán bộ, đảng viên) đối với nội dung tại Quy định số 03-QĐ/ĐUQH.

Theo đó, cán bộ, đảng viên có trách nhiệm thường xuyên tự học, tự nghiên cứu, cập nhật kiến thức, kỹ năng mới; chủ động xác định năng lực, kỹ năng còn thiếu so với yêu cầu vị trí việc làm và nhiệm vụ được giao để xây dựng kế hoạch học tập, rèn luyện phù hợp.

Đảng ủy KTNN khuyến khích cá nhân chủ động tìm kiếm, lựa chọn các chương trình đào tạo, bồi dưỡng có chất lượng; học ngoại ngữ, kỹ năng số, công nghệ số, dữ liệu, trí tuệ nhân tạo và các lĩnh vực chuyên môn mới phục vụ trực tiếp công việc.

Cấp ủy, người đứng đầu đơn vị tạo môi trường học tập, chia sẻ tri thức; tạo điều kiện hợp lý về thời gian, học liệu, dữ liệu, nền tảng số, cơ sở vật chất và các điều kiện cần thiết khác để cán bộ, công chức, viên chức tự học, tự nghiên cứu, nhưng phải bảo đảm hoàn thành nhiệm vụ được giao.

Công văn nêu rõ, trong trường hợp cá nhân chủ động đề xuất chương trình đào tạo, bồi dưỡng, cá nhân phải báo cáo cơ quan, đơn vị trực tiếp quản lý trước khi đăng ký chính thức hoặc trước thời điểm nhập học, nêu rõ chương trình, cơ sở đào tạo, thời gian, hình thức, kinh phí, nội dung dự kiến học tập và sự phù hợp với vị trí việc làm, nhiệm vụ được giao. Người đứng đầu đơn vị trực tiếp sử dụng cán bộ xem xét sự cần thiết, mức độ phù hợp với vị trí việc làm, yêu cầu nhiệm vụ, khả năng bố trí công việc và nguồn kinh phí; trường hợp thuộc thẩm quyền của cấp trên thì gửi cơ quan tham mưu về tổ chức cán bộ để thẩm định, trình cấp có thẩm quyền xem xét, quyết định.

Cá nhân tự đăng ký, tự chi trả kinh phí trước khi được cơ quan, người có thẩm quyền chấp thuận không được thanh toán hoặc hoàn trả kinh phí từ ngân sách nhà nước hoặc nguồn kinh phí của cơ quan, đơn vị; trường hợp có cơ chế hỗ trợ khác thì thực hiện theo đúng điều kiện, thẩm quyền và nguồn kinh phí được cấp có thẩm quyền quy định.

Đảng ủy KTNN yêu cầu các cấp ủy, tổ chức đảng, tập thể lãnh đạo các đơn vị và người đứng đầu đơn vị thực hiện tốt cơ chế tạo điều kiện, hỗ trợ và ghi nhận kết quả học tập.

Theo đó, người được cấp có thẩm quyền cử đi đào tạo, bồi dưỡng được hưởng chế độ, chính sách theo quy định của Đảng, pháp luật của Nhà nước và quy định của cơ quan, đơn vị. Các đảng ủy, chi ủy trực thuộc, lãnh đạo đơn vị nghiên cứu, cụ thể hóa theo thẩm quyền cơ chế khuyến khích, hỗ trợ phù hợp đối với cán bộ, đảng viên chủ động học tập các chương trình chất lượng cao, chuyên môn sâu, ngoại ngữ, kỹ năng số, công nghệ số, dữ liệu, trí tuệ nhân tạo và các lĩnh vực cơ quan đang cần nguồn nhân lực; việc hỗ trợ phải bảo đảm có tiêu chí, điều kiện, nguồn kinh phí, thẩm quyền và cơ chế kiểm soát rõ ràng, công khai, minh bạch.

Kết quả tự học, tự bồi dưỡng có văn bằng, chứng chỉ hoặc xác nhận hợp pháp, phù hợp với vị trí việc làm được cập nhật, ghi nhận theo quy định; sáng kiến, đề án, sản phẩm ứng dụng có giá trị sau học tập được xem xét biểu dương, khen thưởng theo quy định.

Khuyến khích tổ chức sinh hoạt chuyên môn, chuyên đề cập nhật, nhóm học tập, cơ chế cán bộ có kinh nghiệm hướng dẫn, kèm cặp cán bộ trẻ; xây dựng kho học liệu số và cơ chế chia sẻ tri thức dùng chung phù hợp với yêu cầu bảo mật.
