Chiều 31/7, Thường trực Ban Chỉ đạo (BCĐ) Chuyển đổi số và Phát triển khoa học, công nghệ Kiểm toán nhà nước (KTNN) họp đánh giá kết quả triển khai nhiệm vụ theo Kế hoạch số 03/KH-BCĐ. Kết luận cuộc họp, đồng chí Nguyễn Hữu Nghĩa - Tổng Kiểm toán nhà nước, Trưởng BCĐ yêu cầu toàn Ngành đẩy nhanh lộ trình làm việc trên môi trường số; từ ngày 15/8/2026, 100% văn bản, tờ trình sẽ được lãnh đạo KTNN xử lý, ký duyệt điện tử.

Nhìn lại 2 tháng triển khai: Chuyển đổi số đạt nhiều kết quả tích cực

Báo cáo tại cuộc họp cho thấy, sau hai tháng triển khai Kế hoạch số 03 của Ban Chỉ đạo (tháng 6 và tháng 7/2026), công tác chuyển đổi số của KTNN đã đạt nhiều kết quả tích cực, từng bước đi vào thực chất.

Đến nay, 100% văn bản hành chính đã được tích hợp chữ ký số chuyên dùng Chính phủ và xử lý hoàn toàn trên Hệ thống Quản lý văn bản và Điều hành tập trung. Trên 92% đoàn kiểm toán đã sử dụng Nhật ký kiểm toán điện tử kết hợp phần mềm hỗ trợ trích xuất, phân tích dữ liệu ngay trong quá trình kiểm toán.

Cùng với đó, 18/18 cơ sở dữ liệu chuyên ngành đã hoàn thành rà soát, chuẩn hóa dữ liệu đợt 1, sẵn sàng kết nối với Kho dữ liệu dùng chung toàn Ngành. Hơn 2.500 lượt công chức, kiểm toán viên cũng đã hoàn thành các khóa bồi dưỡng trực tuyến về khai thác dữ liệu số, an toàn thông tin và ứng dụng AI.

Tuy nhiên, Thường trực Ban Chỉ đạo cũng chỉ rõ một số hạn chế cần khắc phục, như việc kết nối, chia sẻ dữ liệu giữa một số đơn vị với các cơ quan bên ngoài còn chưa đồng bộ; một số quy trình nghiệp vụ vẫn chưa được số hóa toàn diện.

Những kết quả nổi bật sau 2 tháng triển khai Kế hoạch số 03: 100% văn bản hành chính được tích hợp chữ ký số và xử lý trên hệ thống điện tử; trên 92% đoàn kiểm toán sử dụng Nhật ký kiểm toán điện tử; 18/18 cơ sở dữ liệu chuyên ngành hoàn thành chuẩn hóa đợt 1; hơn 2.500 lượt công chức, kiểm toán viên được đào tạo về dữ liệu số, an toàn thông tin và ứng dụng AI.

Xây dựng dữ liệu làm nền tảng, từng bước ứng dụng AI trong hoạt động kiểm toán

Kết luận cuộc họp, Tổng Kiểm toán nhà nước Nguyễn Hữu Nghĩa đánh giá cao kết quả triển khai Kế hoạch số 03 trong hai tháng qua; ghi nhận những chuyển biến tích cực trong công tác chuyển đổi số của toàn Ngành, biểu dương các đơn vị trong Ngành có 100% cán bộ, nhân viên đã hoàn thành chương trình "Bình dân học vụ số", đồng thời yêu cầu các đơn vị còn lại khẩn trương hoàn thành việc bồi dưỡng kỹ năng số trước ngày 15/8/2026, tạo nền tảng để triển khai đồng bộ các nhiệm vụ chuyển đổi số trong thời gian tới.

Tổng Kiểm toán nhà nước Nguyễn Hữu Nghĩa đánh giá cao kết quả triển khai Kế hoạch số 03 trong hai tháng qua; ghi nhận những chuyển biến tích cực trong công tác chuyển đổi số của toàn Ngành.

Nhấn mạnh chuyển đổi số là nhiệm vụ thường xuyên, cấp bách và lâu dài, Tổng Kiểm toán nhà nước yêu cầu các đơn vị tiếp tục quán triệt nghiêm các chủ trương, chỉ đạo của Trung ương về phát triển khoa học, công nghệ, đổi mới sáng tạo và chuyển đổi số; xác định dữ liệu là "nguyên liệu đầu vào", nền tảng cốt lõi để phát triển các hệ thống số và triển khai ứng dụng trí tuệ nhân tạo (AI) trong quản lý, điều hành cũng như hoạt động kiểm toán. Việc xây dựng các cơ sở dữ liệu phải bảo đảm nguyên tắc "đúng, đủ, sạch, sống, đồng bộ", trong khi ứng dụng AI cần được triển khai theo lộ trình phù hợp, ưu tiên giải quyết các bài toán lớn, cấp bách, mang lại hiệu quả thiết thực cho hoạt động của Ngành.

Người đứng đầu KTNN cũng yêu cầu Cục Công nghệ thông tin chủ trì rà soát, trình phê duyệt danh mục các bài toán lớn của Ngành trong tháng 8/2026; hoàn thiện Khung kiến trúc số, Quy chế vận hành và chia sẻ dữ liệu, đồng thời phối hợp xây dựng kế hoạch số hóa toàn bộ tài liệu hành chính và tài liệu nghiệp vụ kiểm toán. Văn phòng KTNN được giao phối hợp với Cục Công nghệ thông tin hoàn thiện quy trình, hướng dẫn làm việc trên môi trường số và theo dõi tiến độ thực hiện các nhiệm vụ trên hệ thống.

Từ ngày 15/8, triển khai đồng bộ môi trường làm việc số

Đặc biệt, Tổng Kiểm toán nhà nước yêu cầu toàn Ngành khẩn trương triển khai lộ trình làm việc trên môi trường số và mô hình "Phòng họp không giấy".

Mốc thời gian chuyển đổi số toàn ngành: Từ ngày 15/8/2026, 100% văn bản, tờ trình sẽ được Lãnh đạo KTNN xử lý, ký duyệt trên môi trường số; 100% cuộc họp triển khai theo mô hình "Phòng họp không giấy", hạn chế in tài liệu giấy khi đã có bản điện tử; hoàn thành bồi dưỡng kỹ năng số cho toàn bộ cán bộ, công chức theo kế hoạch. Đến ngày 1/10/2026, áp dụng thống nhất mô hình làm việc trên môi trường số trong toàn Ngành.

Tổng Kiểm toán nhà nước nhấn mạnh, người đứng đầu các đơn vị chịu trách nhiệm trực tiếp trước Ban Thường vụ Đảng ủy và Ban Chỉ đạo về tiến độ, chất lượng và hiệu quả thực hiện các nhiệm vụ chuyển đổi số, góp phần xây dựng KTNN hiện đại, chuyên nghiệp, hoạt động trên nền tảng dữ liệu và công nghệ số.
