Sơ kết 6 tháng đầu năm 2026, Kiểm toán Nhà nước ghi nhận nhiều kết quả tích cực. Tổng Kiểm toán Nhà nước Nguyễn Hữu Nghĩa yêu cầu toàn ngành tiếp tục đổi mới, xây dựng nền tảng quản trị hiện đại, tăng cường kỷ luật, nâng cao chất lượng kiểm toán và phát huy vai trò của toàn ngành trong 6 tháng cuối năm.

Hoạt động kiểm toán đổi mới, chất lượng tiếp tục được nâng lên

Chiều 7/7, Kiểm toán Nhà nước tổ chức Hội nghị sơ kết công tác 6 tháng đầu năm và triển khai nhiệm vụ 6 tháng cuối năm 2026. Phát biểu khai mạc, Tổng Kiểm toán Nhà nước Nguyễn Hữu Nghĩa cho biết năm 2026 là năm đầu triển khai Nghị quyết Đại hội XIV của Đảng, vận hành mô hình chính quyền địa phương hai cấp và thực hiện Luật Ngân sách nhà nước 2025, đặt ra yêu cầu cao hơn đối với hoạt động kiểm toán.

Theo ông Nghĩa, kế hoạch kiểm toán năm 2026 được triển khai đúng tiến độ với nhiều đổi mới, chất lượng báo cáo từng bước nâng cao. Công tác phòng, chống tham nhũng, lãng phí, tiêu cực tiếp tục được xác định là nhiệm vụ trọng tâm.

Năm 2026, Kiểm toán Nhà nước triển khai 173 đoàn kiểm toán, trong đó có 169 đoàn theo kế hoạch và 4 đoàn bổ sung. Việc tổ chức kiểm toán theo hướng lồng ghép nhằm giảm chồng chéo, hạn chế ảnh hưởng đến hoạt động của các bộ, ngành, địa phương. Đến ngày 30/6, cơ quan này đã giám sát 111 đoàn kiểm toán, thực hiện 4 cuộc kiểm soát trực tiếp và 4 cuộc kiểm soát việc tổ chức kiểm soát chất lượng.

Kiểm toán Nhà nước cũng ban hành hệ thống chuẩn mực, mẫu biểu và hướng dẫn mới, đặc biệt là khung kiểm toán đánh giá hiệu quả các dự án đầu tư công đã hoàn thành, góp phần nâng cao chất lượng hoạt động kiểm toán.

Qua 55 báo cáo kiểm toán đã phát hành, Kiểm toán Nhà nước kiến nghị tăng thu, giảm chi ngân sách hơn 10.042 tỷ đồng; kiến nghị xử lý tài chính khác 28.663 tỷ đồng và hơn 4,57 triệu USD. Đồng thời, cơ quan này đề xuất hủy bỏ, sửa đổi hoặc bổ sung 59 văn bản không còn phù hợp và kiến nghị kiểm điểm trách nhiệm tập thể, cá nhân liên quan qua 22 báo cáo kiểm toán.

Trong công tác phòng, chống tham nhũng, lãng phí, tiêu cực, đến hết tháng 6/2026, Kiểm toán Nhà nước đã chuyển 5 vụ việc có dấu hiệu tội phạm sang cơ quan điều tra, cung cấp 20 hồ sơ, báo cáo kiểm toán phục vụ thanh tra, kiểm tra và điều tra. Cơ quan này cũng tham gia cho ý kiến đối với 499 trường hợp nhân sự theo đề nghị của Ban Tổ chức Trung ương.

Về chuyển đổi số, Kiểm toán Nhà nước tiếp tục triển khai dự án ứng dụng trí tuệ nhân tạo trong hoạt động kiểm toán, đồng thời đẩy mạnh Cổng trao đổi thông tin điện tử nhằm tăng cường chia sẻ dữ liệu với các đơn vị được kiểm toán, nâng cao hiệu quả quản lý và điều hành.

Yêu cầu phát hành các báo cáo kiểm toán trước ngày 31/12/2026

Phát biểu chỉ đạo tại hội nghị, Tổng Kiểm toán Nhà nước Nguyễn Hữu Nghĩa yêu cầu các đơn vị tập trung hoàn thành hiệu quả nhiệm vụ 6 tháng cuối năm, tiếp tục phát huy tinh thần đoàn kết, đổi mới và thực hiện Chiến lược phát triển Kiểm toán Nhà nước đến năm 2030. Mục tiêu là hoàn thành toàn diện kế hoạch năm 2026 và các nhiệm vụ được Trung ương, Quốc hội, Ủy ban Thường vụ Quốc hội giao với chất lượng và hiệu quả cao hơn.

Tổng Kiểm toán Nhà nước yêu cầu toàn ngành tạo chuyển biến trong năng lực lãnh đạo và quản trị trên 5 lĩnh vực trọng tâm: hoàn thiện cơ chế, chính sách; nâng cao chất lượng đội ngũ cán bộ, kiểm toán viên; đẩy mạnh xây dựng cơ sở dữ liệu, ứng dụng công nghệ số và trí tuệ nhân tạo; tăng cường kỷ luật, kỷ cương; tiếp tục sắp xếp tổ chức bộ máy theo hướng tinh gọn, hiệu lực, hiệu quả.

Người đứng đầu Kiểm toán Nhà nước cũng nhấn mạnh việc xử lý nghiêm các vi phạm pháp luật trong hoạt động kiểm toán, xây dựng đội ngũ cán bộ liêm chính, chuyên nghiệp, bản lĩnh và trách nhiệm. Toàn ngành phấn đấu hoàn thành các cuộc kiểm toán theo kế hoạch năm 2026 trước ngày 30/10 và phát hành toàn bộ báo cáo trước ngày 31/12.

Bên cạnh đó, các đơn vị cần khẩn trương kiểm tra việc thực hiện kết luận, kiến nghị kiểm toán năm 2025; xây dựng kế hoạch kiểm toán năm 2027 theo hướng giảm số lượng cuộc kiểm toán nhưng tăng quy mô, lồng ghép nhiều nội dung trong một cuộc kiểm toán, đồng thời ưu tiên các chương trình, chính sách lớn, dự án trọng điểm quốc gia và từng bước triển khai kiểm toán chẩn đoán nhằm nâng cao hiệu quả quản trị quốc gia.
