On the afternoon of October 2, the Party Committee of Vietnam National Railway Group held a conference to implement key tasks for the fourth quarter and launch a 90-day emulation campaign to accelerate efforts toward completing the Group’s 2026 production and business targets. The conference was chaired by Dang Sy Manh, Secretary of the Party Committee and Chairman of the Members’ Council.
The conference report showed that during the first nine months of 2026, while simultaneously carrying out production and business activities, restructuring the enterprise and transitioning to a new organizational model, the entire VNR Party Committee maintained unity and successfully followed the roadmap for restructuring the Party organization, enterprise and mass organizations.

During the first nine months, business operations remained generally stable. The Group served approximately 6.3 million passengers, up 6.4% year on year; consolidated revenue increased by 6.9%, while the parent company’s revenue rose by 10.5% year on year. Various passenger transport and railway tourism products continued to deliver positive results. Party building, personnel organization, inspection and supervision, mass mobilization, activities of mass organizations, and digital transformation continued to be implemented in a coordinated manner.
In his opening remarks, Secretary of the Party Committee and Chairman of the Members’ Council Dang Sy Manh emphasized that the transition to a Group model is not simply a change in name or corporate seal, but rather a transformation in scale, position and management approach: “As the Group enters a new development model, the Party Committee must also adopt a new leadership approach.”
Frankly pointing out shortcomings, including consolidated revenue falling short of the set target, a decline in freight transport, and the continued complexity of risks related to preventable incidents, the Party Committee Secretary asked the conference to focus its discussions on three major questions: Have we truly made every effort and fulfilled our responsibilities? What are the key difficulties and bottlenecks? And what must be done in the fourth quarter of 2026 to achieve the double-digit growth target?
At the conference, the Group’s Party Committee heard in-depth presentations from grassroots Party organizations, including the Railway Transport Joint Stock Company and Saigon Locomotive Enterprise, and received guidance from a representative of the Party Committee of the Ministry of Finance.

In particular, the conference officially launched a 90-day high-emulation campaign to generate momentum for a breakthrough and achieve comprehensive success in the Group’s political, production and business tasks for 2026.
Concluding the conference, Chairman of the Members’ Council Dang Sy Manh called on all Group officials, Party members and employees to focus on three key groups of solutions: translating objectives into concrete actions; making safety a prerequisite; and renewing corporate governance under the Group model.
Looking toward the 145th anniversary of Vietnam’s railway sector (1881–2026) and the 80th Traditional Day of the Railway Industry (October 21, 1946–October 21, 2026), the Party Committee of Vietnam National Railway Group is determined to accelerate efforts in the fourth quarter, affirming the Group’s capabilities and position in a new era of development.
