The Phuc Loc Tho Wind Power Plant, a large-scale renewable energy project in central Quang Tri province, is set to install 32 wind turbines with a capacity of 200 MW and an estimated output of approximately 515.86 GWh annually. The total investment for the project, which will have operation duration of 50 years,  is estimated at VND 8,507 billion (more than $328 million).

Under Decision No. 4394/QD-UBND of the Chairman of the Quang Tri Provincial People's Committee,  an invitation for investors' interest in the Phuc Loc Tho Wind Power Plant project has been approved, laying the regulatory groundwork for investor selection.

According to the decision, the Quang Tri Provincial People's Committee has tasked the Department of Industry and Trade with ensuring the accuracy, competitiveness, transparency, and openness of the invitation for interest documents, as well as the content submitted for approval. The department is also responsible for organizing subsequent steps in accordance with current regulations.

Under Decision No. 3861/QD-UBND, dated September 15, 2026, of the Chairman of  the Quang Tri Provincial People's Committee, which    approved the investment policy for the Phuc Loc Tho Wind Power Plant project, investors will be selected through a bidding process in accordance with legal regulations.

The project area is located in the nearshore sea, within a 6-nautical-mile range, covering Bac Gianh Ward, Dong Trach Commune, and Hoan Lao Commune in Quang Tri Province. It will cover an area of approximately 69 hectares, including 10 hectares of land for limited-term use, 4 hectares of temporary land use, and 55 hectares of water surface.

Regarding construction scale, the project plans to install 32 wind turbines, each with a capacity of about 6.25 MW. The turbines will be positioned at least 1,000 meters from the average lowest water edge.

In addition to the turbine system, the project includes a 35/500 kV transformer station and a 500 kV transmission line approximately 27.5 km long. The transmission line will be invested in as a single-circuit option, connecting from the Phuc Loc Tho Wind Power Plant to the 500 kV busbar of the Quang Trach Thermal Power Plant, in line with the connection plan approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15, 2025.

Regarding the timeline, the investor selection process is expected to be completed within six months from the date of investment policy approval. Following the selection of an investor, land allocation, land lease, and sea area allocation procedures are expected to be completed within the next six months.

The project aims to complete construction and commence operations within 18 months from the date of land allocation, land lease, and sea area allocation, ensuring commercial operation no later than 2029.
