Shaping Vietnam’s commodity derivatives market

Vietnam boasts large-scale key commodity sectors with high potential for standardization.

Under Decision No. 2433/QD-BCT, signed recently by the Minister of Industry and Trade, a comprehensive master plan for developing Vietnam’s commodity derivatives market over the 2026–2030 period, with an eye toward 2045, has been approved. 

The move marks a crucial step in operationalizing the nation's market development strategy and establishes a policy anchor to overhaul the legal framework, centered on the draft Law on Commodity Derivatives Trading currently being prepared for National Assembly review.

According to the Ministry of Industry and Trade, the domestic commodity derivatives market has gradually taken root and proven essential for corporate risk management. However, the vast majority of trading activities remain reliant on linkages with overseas exchanges. This comes despite the fact that Vietnam possesses large-scale commodity sectors with strong standardization potential and a surging appetite for price hedging.

The underlying market for Vietnam’s key export staples—notably coffee, rice, rubber, pepper, and cashew nuts—alone accounts for roughly $30 billion per year. Officials view this as immense room to design tailored derivative contracts aligned with domestic market conditions.

Under the blueprint, the core objective through 2030 is to develop trading in approximately 10 high-potential commodities and establish domestic benchmark prices for three to five flagship products. The broader market aims to reach annual trading volumes of 8 to 10 million contracts, attract between 300 and 500 participating enterprises, and raise the share of key-sector businesses hedging price risks with derivatives to between 20% and 30%.

To meet these targets, the 2026–2027 phase will focus resources on building market infrastructure, refining trading systems, clearing and settlement mechanisms, and supervisory and risk-management protocols. From 2028 to 2030, the portfolio will expand to include contracts originating in Vietnam, gradually shaping domestic reference prices while deepening international market connectivity.

A guiding principle throughout the plan is that the derivatives market must remain anchored to the real economy. The market will be organized under a unified model combining centralized exchange trading with over-the-counter operations under statutory guidelines.

Within this architecture, the Commodity Exchange serves as the central pillar for organizing trades, price discovery, and liquidity provision, while the OTC segment will be phased in to flexibly meet customized corporate needs under increasing standardization.

Looking toward 2045, Vietnam aims to establish a commodity derivatives market ranking among the top tier in Southeast Asia in both size and connectivity. In doing so, the country's flagship commodities are expected to move beyond serving solely as domestic benchmarks, actively contributing to price discovery across the wider regional market.
