Phó Thủ tướng Nguyễn Văn Thắng giao Bộ Tài chính khẩn trương nghiên cứu, hoàn thiện các quy định liên quan đến việc xác nhận hoàn thành nghĩa vụ nộp thuế trong trường hợp xuất cảnh, bảo đảm phù hợp thực tiễn, tạo thuận lợi cho người dân và doanh nghiệp tuân thủ pháp luật.

Sớm hoàn thiện quy định về nghĩa vụ thuế khi xuất cảnh, tạo thuận lợi cho người nộp thuế

Phó Thủ tướng Chính phủ giao Bộ Tài chính nghiên cứu kỹ các vướng mắc phát sinh trong thực tế để sửa đổi, bổ sung và hoàn thiện quy định về hoàn thành nghĩa vụ nộp thuế trong trường hợp xuất cảnh.

Theo Văn bản số 5640/VPCP-KTTH ngày 16/6/2026 của Văn phòng Chính phủ truyền đạt ý kiến chỉ đạo của Phó Thủ tướng Nguyễn Văn Thắng, xét đề nghị của Bộ Tài chính tại Văn bản số 6911/BTC-CT ngày 26/5/2026 về báo cáo thông tin phản ánh của báo chí liên quan đến việc tạm hoãn xuất cảnh do nợ thuế, Phó Thủ tướng giao Bộ Tài chính nghiên cứu kỹ các vướng mắc phát sinh trong thực tế để sửa đổi, bổ sung và hoàn thiện quy định về hoàn thành nghĩa vụ nộp thuế trong trường hợp xuất cảnh.

Việc sửa đổi sẽ được thực hiện trong quá trình xây dựng Nghị định quy định chi tiết một số điều và biện pháp tổ chức thực hiện Luật Quản lý thuế, bảo đảm đúng quy định của pháp luật, phù hợp với thực tiễn triển khai, đồng thời hỗ trợ và tạo điều kiện thuận lợi hơn cho người nộp thuế thực hiện đầy đủ nghĩa vụ với ngân sách nhà nước.

Phó Thủ tướng giao Bộ Tài chính hoàn thiện và trình Chính phủ trước ngày 20/6/2026.

Cùng với đó, Bộ Văn hóa, Thể thao và Du lịch, Ngân hàng Nhà nước Việt Nam theo chức năng, nhiệm vụ được giao có trách nhiệm xem xét các kiến nghị, đề xuất của Bộ Tài chính để nghiên cứu giải pháp phù hợp trong công tác quản lý, điều hành; kịp thời báo cáo cấp có thẩm quyền đối với những vấn đề vượt thẩm quyền.

Chỉ đạo của Chính phủ được đưa ra trong bối cảnh thời gian gần đây xuất hiện một số phản ánh trên báo chí và mạng xã hội về việc người nộp thuế bị tạm hoãn xuất cảnh do còn nợ thuế với số tiền nhỏ.

Trước những thông tin này, ngày 22/5/2026, Cục Thuế đã tổ chức họp báo chuyên đề nhằm cung cấp thông tin chính thức và làm rõ các quy định hiện hành liên quan đến biện pháp tạm hoãn xuất cảnh.

Tại họp báo, ông Mai Sơn, Phó Cục trưởng Cục Thuế cho biết, để tiếp tục tạo thuận lợi cho người dân và doanh nghiệp, Cục Thuế cho biết sẽ phối hợp với Cục Quản lý xuất nhập cảnh (Bộ Công an) nghiên cứu, nâng cấp các ứng dụng công nghệ thông tin nhằm thực hiện việc hủy bỏ tạm hoãn xuất cảnh theo thời gian thực ngay sau khi người nộp thuế hoàn thành nghĩa vụ với ngân sách nhà nước.
