Thực hiện Kế hoạch đào tạo, bồi dưỡng năm 2026 của Kiểm toán nhà nước (KTNN), sáng 03/8, Trường Đào tạo và Bồi dưỡng nghiệp vụ kiểm toán tổ chức Lớp bồi dưỡng kiểm toán việc quản lý và sử dụng đất đai cho hơn 20 kiểm toán viên đến từ các đơn vị trực thuộc KTNN.

Lớp học diễn ra từ ngày 03 - 07/8, dành cho đối tượng là kiểm toán viên được phân công kiểm toán việc quản lý và sử dụng đất đai của các địa phương và các đối tượng khác có nhu cầu đào tạo, bồi dưỡng kiến thức và kỹ năng kiểm toán việc quản lý và sử dụng đất đai.

Tham dự khóa học, các kiểm toán viên được cập nhật kiến thức về kiểm toán việc quản lý và sử dụng đất đai; hướng dẫn nội dung, phương pháp, thủ tục kiểm toán cũng như các sai sót thường gặp trong việc kiểm toán tại các đơn vị đầu mối như Sở Nông nghiệp và Môi trường, Sở Tài chính, Sở Xây dựng (hoặc Sở Quy hoạch và Kiến trúc), cơ quan thuế, nhà đầu tư…

Theo Cục Quản lý đất đai (Bộ Nông nghiệp và Môi trường), tổng thu từ đất (gồm tiền sử dụng đất, tiền thuê đất và các khoản thuế liên quan) đã tăng từ 84.800 tỷ đồng năm 2015 lên 209.400 tỷ đồng năm 2020 và đạt khoảng 575.500 tỷ đồng năm 2025. Bình quân, các khoản thu từ đất chiếm khoảng 12 - 15% tổng thu NSNN; tại một số địa phương như Hà Nội, Quảng Ninh và TP. Hồ Chí Minh, tỷ trọng này có thời điểm vượt 30% tổng thu ngân sách địa phương.

Để nâng cao hiệu lực quản lý tài chính công, tài sản công, những năm qua, KTNN đã tăng cường kiểm toán lĩnh vực quản lý, sử dụng đất tại nhiều Bộ, ngành và địa phương. Mục tiêu kiểm toán là đánh giá việc tuân thủ các quy định của pháp luật trong việc quản lý sử dụng đất đai từ giao đất, cho thuê đất có thu tiền sử dụng đất, tiền thuê đất đến quá trình sử dụng đất thực hiện dự án; đánh giá việc tuân thủ các quy định của pháp luật trong việc xác định nghĩa vụ tài chính từ đất đai với ngân sách nhà nước.

Đồng thời, KTNN đánh giá tính hiệu quả của việc thực hiện dự án khu đô thị, tác động của dự án tới kinh tế, xã hội, giao thông, môi trường. Thông qua kiểm toán, KTNN kiến nghị điều chỉnh sửa đổi các văn bản quy định quản lý về giao đất, cho thuê đất có thu tiền sử dụng đất, tiền thuê đất, triển khai thực hiện dự án, bán, chuyển nhượng quyền sử dụng đất và tài sản hình thành từ dự án; kiến nghị xem xét, xử lý trách nhiệm của các tổ chức cá nhân có liên quan đến các sai phạm.

Theo kế hoạch, trong tuần, Trường Đào tạo và Bồi dưỡng nghiệp vụ kiểm toán sẽ tổ chức Lớp bồi dưỡng kiểm toán thuế (từ ngày 04 - 07/8); Lớp bồi dưỡng kiểm toán dự án đầu tư xây dựng công trình theo mô hình thông tin công trình - BIM (từ ngày 05 - 07/8).

On the morning of September 25, at the headquarters of the State Audit Office of Vietnam (SAV), the SAV Steering Committee for the Development of Science, Technology, Innovation and Digital Transformation held its regular meeting under the chairmanship of Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the SAV Party Committee, State Auditor General and Head of the Steering Committee.
