On October 12, 2026, Transport Engineering Design Incorporated (TEDI) joined a delegation from the National Assembly's Committee on Economic and Financial Affairs, led by Nguyen Minh Son, Deputy Chairman of the Committee, to conduct a field survey and work with the Son La Provincial People's Committee on investment preparation for the Moc Chau–Son La–Dien Bien Expressway Project (CT.03), specifically the section passing through Son La Province.
Representing TEDI, the project's consulting firm, Nguyen Manh Ha, Deputy General Director, together with leaders of TEDI's Road and Airport Engineering Design Consultancy Center, directly coordinated technical discussions and provided professional information to support the field survey and inspection.

Delegates attend the working session.
Field Survey to Assess Project Implementation Conditions
As part of the working program, the delegation surveyed proposed interchange locations and resettlement areas in Chieng Mai, Mai Son and Yen Chau communes. The survey aimed to assess actual site conditions, transport connectivity plans, site clearance and resettlement arrangements, thereby supporting the review and finalization of the project's investment preparation dossier.
During the meeting with the Son La Provincial People's Committee, the delegation received reports on the necessity of the investment, the progress of project preparation procedures, the proposed route alignment and connecting roads. Discussions also focused on project feasibility, the availability of funding and the conditions required for implementation.
According to the Pre-Feasibility Study Report, the Moc Chau–Son La–Dien Bien Expressway will extend approximately 179.5 km through Son La Province, starting at the Van Son Ward interchange with the Hoa Binh–Moc Chau Expressway and ending in Muong Bam Commune, bordering Dien Bien Province. The proposed design comprises four lanes, with a design speed of 80 km/h and a preliminary total investment of approximately VND 63,120 billion.
The project is strategically important for strengthening connectivity between Hanoi, the Northwest region and the Tay Trang border gate. It is expected to increase transport capacity, shorten travel times, expand development opportunities, stimulate socio-economic growth, and support national defense and security in the region.

Nguyen Manh Ha, representing TEDI, presents the project at the working session.
Leveraging Consulting Expertise to Support a Key Infrastructure Project
At the meeting, TEDI, in its capacity as the project's consultant, presented the proposed route alignment and transport connectivity plans, providing the technical basis for the delegation and relevant authorities to discuss and assess key aspects of the project's investment preparation.
Issues requiring further study, review and refinement include selecting a route alignment suited to local topographical conditions; ensuring safety during construction and operation; organizing connecting traffic networks; carrying out site clearance and resettlement; and assessing the feasibility of funding arrangements.
In his concluding remarks, Nguyen Minh Son acknowledged Son La Province's proactive efforts in preparing for the investment. He also requested that the province continue finalizing the project dossier and clarify the project's urgency and its role in the socio-economic development of the province and the wider Northwest region. Further reviews should cover the total investment estimate, funding structure, sources of construction materials, spoil disposal sites, and compensation, support and resettlement plans to ensure project feasibility and implementation progress.
TEDI's participation in the field survey and working session demonstrates its commitment to supporting the research and investment preparation of key transport infrastructure projects. Through these efforts, TEDI continues to leverage its experience and professional expertise in transport engineering consultancy and design, working alongside state management agencies and local authorities to finalize strategic infrastructure projects, strengthen interregional connectivity and promote sustainable development in the Northwest region.
