Để tổ chức thực hiện hiệu quả các chủ trương của Đảng và chính sách pháp luật của Nhà nước về lĩnh vực dự trữ quốc gia, Cục Dự trữ Nhà nước kiến nghị cấp có thẩm quyền xem xét, ưu tiên tăng mức bố trí vốn từ ngân sách nhà nước hàng năm để mua tăng hàng dự trữ quốc gia, hàng dự trữ chiến lược, cũng như đầu tư xây dựng kho dự trữ quốc gia.

Ưu tiên bố trí vốn từ ngân sách nhà nước để mua tăng hàng dự trữ quốc gia

Cục Dự trữ Nhà nước kiến nghị cấp có thẩm quyền xem xét, bố trí vốn từ ngân sách nhà nước hàng năm để đầu tư xây dựng kho dự trữ quốc gia khoảng từ 1.000 - 1.500 tỷ đồng/năm.

Theo Lãnh đạo Cục Dự trữ Nhà nước, để chủ động, kịp thời ứng phó với các tình huống đột xuất, cấp bách thì việc bố trí nguồn vốn từ ngân sách nhà nước cho việc mua tăng hàng dự trữ quốc gia, hàng dự trữ chiến lược, cũng như đầu tư xây dựng kho dự trữ quốc gia là yêu cầu cấp thiết, hoàn toàn phù hợp với tình hình thực tế.

Trong khi đó, hiện nay, mức bố trí vốn từ ngân sách nhà nước hàng năm để mua tăng hàng dự trữ quốc gia, hàng dự trữ chiến lược đối với các phục vụ quốc phòng, an ninh, quốc kế dân sinh như lương thực, xăng dầu, dầu thô, công nghệ cao mới chỉ ở mức từ 1.000 - 2.000 tỷ đồng/năm.

Từ thực tế đó, Cục Dự trữ Nhà nước vừa có kiến nghị gửi Bộ Tài chính báo cáo cấp có thẩm quyền xem xét ưu tiên mức bố trí từ ngân sách nhà nước hàng năm tăng từ 1.000 - 2.000 tỷ đồng/năm lên từ 5.000 - 10.000 tỷ đồng/năm, để mua tăng hàng dự trữ quốc gia, hàng dự trữ chiến lược đối với các mặt hàng phục vụ quốc phòng, an ninh, quốc kế dân sinh như lương thực, xăng dầu, dầu thô, công nghệ cao...

Không chỉ ưu tiên bố trí tăng vốn để mua tăng hàng dự trữ, Cục Dự trữ Nhà nước cũng kiến nghị các cấp có thẩm quyền xem xét, ưu tiên bố trí ngân sách nhà nước và tập trung đầu tư xây dựng kho dự trữ quốc gia, bao gồm cả việc xây dựng các kho dự trữ chiến lược về xăng, dầu, dầu thô theo Quy hoạch tổng thể hệ thống kho dự trữ quốc gia và hệ thống kho dự trữ quốc gia được cấp có thẩm quyền phê duyệt.

Trong đó, cần đặc biệt tập trung xây dựng các kho dự trữ quốc gia gắn với phục vụ mục tiêu an sinh xã hội như hỗ trợ gạo cho học sinh phổ thông nội trú tại 248 xã biên giới đất liền.

Theo đó, mức bố trí vốn từ ngân sách nhà nước hàng năm để đầu tư xây dựng kho dự trữ quốc gia khoảng từ 1.000 - 1.500 tỷ đồng/năm.

Ngoài ra, Cục Dự trữ Nhà nước đề xuất Bộ Tài chính xem xét, phê duyệt hệ thống kho dự trữ quốc gia thuộc thẩm quyền của Bộ Tài chính để có cơ sở triển khai kế hoạch đầu tư công trung hạn giai đoạn 2026-2030 và giao kế hoạch chuẩn bị đầu tư năm 2026 và kế hoạch vốn đầu tư công trung hạn giai đoạn 2026-2030.
