Vietnam’s digital technology industry generated an estimated VND770.77 trillion ($29.6 billion) in revenue in September, representing a 36 percent increase compared to the same period in 2025. This strong performance pushed the sector’s cumulative nine-month revenue up 32.1 percent year-on-year, to nearly VND5.4 quadrillion ($207.4 billion), reflecting sustained momentum across key tech segments.

The figures were announced at a monthly press conference of the Ministry of Science and Technology (MST), held on September 30, chaired by Deputy Minister Tran Trung Tinh.

According to the ministry’s report, September recorded 3,131 international scientific publications from Vietnam indexed in the Scopus database. Transactions via the National Data Exchange Platform (NDXP) reached 4.86 billion since its inception through mid-September.

By September, the total number of issued digital signature certificates reached nearly 34.6 million, covering 49.96 percent of the country’s adult population aged 15 to 65. In the postal sector, September revenue rose 22 percent year-on-year to VND9.26 trillion ($352.3 million), with delivery volume reaching approximately 440 million parcels, up 14 percent.

Vietnam also maintained 703,236 active national “.vn” domain names as of September 15, a 5.7 percent increase compared to the same period in 2025. The national IPv6 adoption rate reached 67 percent, ranking second in Southeast Asia and seventh globally.

In industrial property, the Intellectual Property Office of Vietnam received 16,205 applications in September, processed 17,525 dossiers, and issued 8,096 protection certificates.

On the regulatory front, the Ministry of Science and Technology issued two ministerial decisions and three circulars in September. Notably, Decision 3795/QD-BKHCN established the official set of metrics measuring the development of Vietnam's semiconductor industry. Decision 3805/QD-BKHCN outlined the implementation plan for Prime Ministerial Decision 1483/QD-TTg on developing national key laboratories, research centers, and testing facilities focusing on strategic technologies.

The newly issued regulations also include Circular 56/2026/TT-BKHCN governing the import of used machinery, equipment, and technological lines; Circular 57/2026/TT-BKHCN providing guidelines for public-utility telecommunication services through 2030; and Circular 58/2026/TT-BKHCN detailing provisions under the Law on Emulation and Commendation.

Looking ahead to October, the ministry plans to finalize four draft law amendments, including revised laws on Metrology, Post, Intellectual Property, and Science, Technology and Innovation. Authorities will also complete amendments to five decrees guiding science and technology operations.

In addition, the ministry will accelerate approvals for qualified strategic technology projects, restructure national science programs around core resources, and resolve telecom signal gaps across 273 remote villages and 209 public agency sites.
