The delegation includes leaders from the Department of International Cooperation, the Department of State Audit Policies, Regional Audit Office II, and Regional Audit Office VII.

Affirming Its Role and Responsibility within ASOSAI

Since officially joining ASOSAI in 1997, the SAV of Vietnam has actively participated in and made practical contributions to the activities of the community of Supreme Audit Institutions (SAIs) in Asia.

At the 16th ASOSAI Assembly, held in India in 2024, after completing its term as a member of the ASOSAI Governing Board, the SAV of Vietnam was elected as a member of the ASOSAI Audit Committee for the 2024–2027 term. This outcome reflects the recognition by the regional SAI community of the SAV of Vietnam's contributions and active role in multilateral cooperation.

The 63rd Meeting of the ASOSAI Governing Board is co-chaired by the Supreme Audit Institution of India, Chair of ASOSAI, and the Supreme Audit Institution of China, Secretary General of ASOSAI, with the participation of 14 delegations headed by SAI leaders.

As a member of the ASOSAI Audit Committee for the 2024–2027 term, the SAV of Vietnam will participate in discussions and provide comments on key agenda items, including training activities; research projects; activities of professional working groups; ASOSAI activity reports; the ASOSAI Financial Report for 2025; and the ASOSAI budget plan for the 2027–2029 fiscal period.

The SAV of Vietnam will also participate in overseeing the implementation of the election process for the ASOSAI Secretary General for the 2027–2030 term and the selection of the SAI to host the 18th ASOSAI Assembly in 2030.

As part of the working visit to Kazakhstan, the delegation will also attend an international workshop organized by the Supreme Audit Institution of Kazakhstan and the ceremony marking the 30th anniversary of the establishment of the Supreme Audit Institution of Kazakhstan.

Promoting Bilateral Cooperation with the Supreme Audit Office of Slovakia

To further promote cooperation between the SAV of Vietnam and the Supreme Audit Office of Slovakia, the delegation will visit and hold working sessions with the Supreme Audit Office of Slovakia in Bratislava immediately following its program in Kazakhstan.

In Bratislava, the two sides are expected to exchange experience in areas of mutual interest and strength, focusing on: enhancing the legal framework for SAIs to adapt to emerging global trends; developing medium- and long-term development strategies for SAIs; and IT auditing and digital transformation in audit activities.

The working visit provides an opportunity for the SAV of Vietnam to strengthen exchanges with ASOSAI member SAIs and fulfill its responsibilities as a member of the ASOSAI Audit Committee, while further deepening bilateral cooperation with the Supreme Audit Office of Slovakia and making a practical contribution to the SAV's international integration and cooperation efforts.

The State Audit Office of Vietnam (SAV) is making a strong shift from compliance auditing toward assessing the economy, effectiveness, and efficiency of the management and use of public resources. For construction investment projects, the challenge is not only to identify irregularities in documentation, but also to detect unreasonable aspects that may exist even when design, acceptance, and final settlement procedures are all complete and compliant with regulations.
