Off-budget investment projects are projects financed entirely by enterprises, private investors or commercial loans, without using funds from the State budget.

In recent years, Lam Dong Province has achieved positive results in investment promotion and the development of industry, trade, services and tourism through off-budget investment projects.
The industrial sector continues to serve as an important pillar, with large-scale projects creating momentum for long-term growth. A notable example is the project to expand and increase the capacity of the Lam Dong Bauxite-Alumina Complex and the Nhan Co Alumina Plant, invested in by the Vietnam National Coal and Mineral Industries Group (Vinacomin), with total investment of nearly VND 60 trillion. The project will increase capacity to 1.2 million tonnes per year. It is expected not only to make a significant contribution to industrial production value but also to strengthen Lam Dong's role in the country's strategic industrial materials supply chain.
In addition, Lam Dong is continuing to improve its investment environment and enhance its competitiveness through cooperation with the Vietnam Chamber of Commerce and Industry (VCCI), including the signing of an agreement for the 2026–2030 period. This opens an important consultation channel to support businesses and attract major domestic and foreign investors.
Accordingly, a number of large-scale projects with significant spillover effects have been and are being implemented. The province is also stepping up tourism promotion through domestic and international fairs and forums, while coordinating with airlines and international organizations to promote its image and connect with tourism markets amid a strong recovery in the tourism sector.
The results achieved in recent years demonstrate Lam Dong's strong determination to improve its investment environment, accompany businesses, and gradually make industry, trade, services and tourism sustainable drivers of local economic growth.
Previously, many off-budget investment projects across the province had encountered difficulties and obstacles requiring focused solutions. In response, the Lam Dong Provincial People's Committee established a working group to address difficulties and obstacles facing off-budget investment projects through three phases and classify projects according to specific groups of obstacles. Specific responsibilities were assigned based on the principle of “clear people, clear tasks, clear timelines, clear responsibilities and clear results.” To date, the province has addressed difficulties and obstacles facing a number of projects, creating conditions for their continued implementation.

Most recently, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi directed relevant authorities to continue reviewing and accelerating the handling and resolution of difficulties and obstacles facing off-budget investment projects in the province, ensuring progress in accordance with requirements. The resolution of each issue must be associated with specific deadlines and deliverables.
Projects for which sufficient legal grounds are already available and those that are easier to address should be prioritized immediately, while more complex cases can be handled subsequently rather than waiting for all projects to be processed simultaneously. At the same time, the province will focus on resolving complex and long-standing projects. The removal of difficulties and obstacles must comply with the authority of relevant agencies and applicable laws, while ensuring discipline, order, the interests of the State, and the legitimate rights and interests of organizations and individuals. Existing shortcomings and violations must not be legalized, financial obligations must not be overlooked, and neither obligations to remedy consequences nor investors' responsibilities may be disregarded.
The province aims to substantively remove bottlenecks so that eligible projects can be implemented as soon as possible and deliver their intended benefits. At the same time, Lam Dong will resolutely revoke investment decisions and terminate the operations of projects that are no longer capable of or eligible for implementation, thereby improving the efficiency of land and resource use and contributing to the province's socio-economic development.
